Role Purpose
The Learning Solutions Strategist partners with ELB sellers on the front half of every custom engagement, from the first conversation about a client's performance gap to the proposal that closes it. Working alongside the rep, the role joins client conversations to diagnose the real need, shapes the learning strategy and solution architecture that answers it, and writes the proposal, RFP response, and SOW that turn that thinking into signed work. Strategy and proposal writing sit together in this seat by design, so the person who shapes the solution is the person who articulates it. AI-assisted drafting, design, and deck production carry the production load underneath both. It primarily supports our Sales and Delivery functions.
Key Responsibilities
Strategic Impact & Alignment
Client strategy: Partner with sellers and clients as a trusted advisor to define goals, uncover the underlying performance gap, and recommend the learning strategy that closes it, moving ELB from vendor to strategic partner.
Solution design: Translate the diagnosed need into a solution ELB can actually build, covering curriculum, the mix of modalities and technology, the delivery model, and how results get measured. Scope it to the client's real budget and timeline rather than an ideal-world version.
The winning document: Translate that strategy into executive summaries, technical approach, learning design narrative, pricing, and differentiators, so the proposal reads as one argument rather than assembled parts.
Evaluation & measurement: Establish assessment and evaluation frameworks so ELB can show the impact of what it builds, and feed those results back into future solutioning.
Operational Execution & Discipline
Solutioning intake: Own intake and qualification end to end. Run discovery, scope custom eLearning engagements alongside instructional designers and delivery leads, and define business and technical requirements and constraints before work is committed.
RFP and proposal delivery: Research, write, and edit tailored responses to RFPs, RFQs, and inbound opportunities, managing multiple submission deadlines and owning accuracy, compliance with submission guidelines, and final quality.
Proposal library: Build and maintain reusable narrative, past performance, case studies, pricing frames, and templates, so response time drops and quality holds as volume grows.
AI-enabled production: Use generative AI as the production engine for this role, covering first-draft narrative, research synthesis, deck and visual assembly, and formatting. Direct and quality-control that output rather than producing it by hand.
Market positioning: Research clients, competitors, and market trends so proposals are positioned to win, and track win rates, cycle time, and loss reasons to improve the next one.
Cross-functional partnership: Partner across sales, instructional design, delivery, and accounting to eliminate handoff friction between what is sold and what is built.

People / culture (behavioral): Cross-functional collaboration across sales, delivery, and accounting; client-reported quality of the discovery and solutioning experience.
Professional Qualifications & Expertise
Demonstrated impact: 5+ years combining learning strategy or instructional systems design with client-facing solutioning and proposal or RFP response work, with a track record of proposals that won.
Education: Bachelor's degree or higher. An advanced degree or certification in instructional systems design, learning and performance technology, organizational or talent development, measurement and evaluation, communications, or business is a plus.
Writing craft: Exceptional writing and editing, able to structure complex technical and instructional content into a clear, persuasive, professional argument, and to raise the quality of content written by others.
Modern literacy: High proficiency with generative-AI tools for research, drafting, design, and deck production. This role is scoped on the assumption that AI carries production work a person used to do by hand.
Data fluency: Translates performance data and evaluation results into strategic recommendations for clients and internal stakeholders.
Domain knowledge: Deep understanding of the custom-eLearning and learning-services landscape, including instructional design, content development, learning technologies, and the competitive field. Functional depth in one or more of AI enablement, leadership, onboarding, product, pharmaceutical and medical, sales enablement, or compliance training is a plus.
Tooling: Proficiency with Google Suite, virtual meeting tools, CRM (HubSpot), and proposal or content management systems.
Credentialing: Relevant ISD, learning-strategy, proposal-management (e.g., APMP), or AI/data certifications preferred.
